claim that in the consideration of those issues this affair

and the manner in which His Majesty's Government are bringing

it to the attention of the Japanese Government should be given

full weight.

Since this telegram was drafted, we have received Commander-in-Chief's telegram No. 10082/26 repeated to Naval Attaché which makes Ting San case appear more serious than was

at first apparent. Case has also reached the Press.

You should point out that if this is prelude to a campaign

of reprisals, it will be quite impossible to avoid immediate

reaction of public opinion here, and all our efforts to secure

amicable settlement of the main issue will be frustrated.
